Government announces 15% property transfer tax for certain non-EU individual buyers from 1 July 2027
The Ministry of Economy and Finance announced a future increase in the property transfer tax from 3% to 15% for natural persons who are citizens of third countries outside the EU and are not long-term residents. The official clarification excludes legal persons, Greek expatriates and long-term residents. This is a government policy announcement for 1 July 2027—not the current tax rate. Current AADE guidance still states 3%; the final enacted text and implementing guidance must be checked before a transaction.
